Belying the predictions of the British management of the Imperial Bank and their supporters, the newborn SBI increased both its income and profits by taking over the Governments monetary transactions and rapidly extending branches to unbanked centres of trade and industry. The net profits of the SBI increased from Rs.15.6 million in 1956 to Rs.27.1 million in 1961. Over the same period, t he number of branches and sub-offices of the bank increased from 502 to 944. In contrast, the total number of IBI branches had expanded from 177 to 191 over the whole decade of the 1940s, and from 191 at end-1951 to 229 at end-1954. By an Act passed in 1959, most of the banks, such as the State Bank of Bikaner and the State Bank of Travancore, that had earlier been floated by native states were converted into SBI subsidiaries. The SBI grew into a massive institution, spreading its branches into every corner of India. The requirements of priority sector lending imposed on all scheduled commercial banks from 1969 facilitated this expansion. By end-March 1990, the SBI offices numbered 8,422 and its employees numbered 2,19,000. The SBI in tandem with other nationalised banks spread into the small towns and large villages of practically all the regions of India. It performed major developmental functions for industry and agriculture, raised loans for the Central Government, and financ ed large projects. This was the period of its glory. For the past three decades Indias banking system has several outstanding achievements to its credit. The most striking is its extensive reach. It is no longer confined to only metropolitans or cosmopolitans in India. In fact, Indian banking system has reached even to the remote corners of the country. This is one of the main reason of Indias growth process. The governments regular policy for Indian bank since 1969 has paid rich dividends with the nationalisation of 14 major private banks of India. The first bank in India, though conservative, was established in 1786. From 1786 till today, the journey of Indian Banking System can be segregated into three distinct phases. They are as mentioned below: Early phase from 1786 to 1969 of Indian Banks Nationalisation of Indian Banks and up to 1991 prior to Indian banking sector Reforms. New phase of Indian Banking System with the advent of India Finance Banking Sector R eforms after 1991. Phase I The General Bank of India was set up in the year 1786. Next came Bank of Hindustan and Bengal Bank. The East India Company established Bank of Bengal (1809), Bank of Bombay (1840) and Bank of Madras (1843) as independent units and called it Presidency Banks. These three banks were amalgamated in 1920 and Imperial Bank of India was established which started as private shareholders banks, mostly Europeans shareholders. In 1865 Allahabad Bank was established and first time exclusively by Indians, Punjab National Bank Ltd. was set up in 1894 with headquarters at Lahore. Between 1906 and 1913, Bank of India, Central Bank of India, Bank of Baroda, Canara Bank, Indian Bank, and Bank of Mysore were set up. Reserve Bank of India came in 1935. During the first phase the growth was very slow and banks also experienced periodic failures between 1913 and 1948. There were approximately 1100 banks, mostly small. To streamline the functioning and activities of commercial banks, the Governmen t of India came up with The Banking Companies Act, 1949 which was later changed to Banking Regulation Act 1949 as per amending Act of 1965 (Act No. 23 of 1965). Reserve Bank of India was vested with extensive powers for the supervision of banking in India as the Central Banking Authority. During those day public has lesser confidence in the banks. As an aftermath deposit mobilization was slow. Abreast of it the savings bank facility provided by the Postal department was comparatively safer. Moreover, funds were largely given to traders. Phase II Government took major steps in this Indian Banking Sector Reform after independence. In 1955, it nationalised Imperial Bank of India with extensive banking facilities on a large scale specially in rural and semi-urban areas. It formed State Bank of india to act as the principal agent of RBI and to handle banking transactions of the Union and State Governments all over the country. Seven banks forming subsidiary of State Bank of India was nationalised in 1960 on 19th July, 1969, major process of nationalisation was carried out. It was the effort of the then Prime Minister of India, Mrs. Indira Gandhi. 14 major commercial banks in the country was nationalised. Second phase of nationalisation Indian Banking Sector Reform was carried out in 1980 with seven more banks. This step brought 80% of the banking segment in India under Government ownership. The following are the steps taken by the Government of India to Regulate Banking Institutions in the Country: 1949: Enactment o f Banking Regulation Act. 1959: Nationalization of State Bank of India. 1959: Nationalization of SBI subsidiaries. 1961: Insurance cover extended to deposits. 1969: Nationalization of 14 major banks. 1971: Creation of credit guarantee corporation. 1975: Creation of regional rural banks. 1980: Nationalization of seven banks with deposits over 200 crore. After the nationalization of banks, the branches of the public sector bank India rose to approximately 800% in deposits and advances took a huge jump by 11,000%. Banking in the sunshine of Government ownership gave the public implicit faith and immense confidence about the sustainability of these institutions. Phase III This phase has introduced many more products and facilities in the banking sector in its reforms measure. In 1991, under the chairmanship of M Narasimham, a committee was set up by his name which worked for the liberalisation of banking practices. The country is flooded with foreign banks and their ATM stations. Efforts are being put to give a satisfactory service to customers. Phone banking and net banking is introduced. The entire system became more convenient and swift. Time is given more importance than money. The financial system of India has shown a great deal of resilience. The State Bank is Indias premier commercial bank and ranks high in terms of assets and branch network. It is an undisputed industry leader whose actions are closely watched. A giant with an increasingly nimble foot, it has an enviable network of 9177 branches, manned by 198,774 employees. SBI literally straddles the banking sector in India and is often regarded as a proxy for the Indian economy. At the end of March 2006, deposits of the bank were Rs. 380,000 crore (US$ 84.4 billion) and advances were Rs. 261,600 crore (US$ 58.1 billion), contributing 16.25% and 16% respectively of aggregate deposits and advances of all scheduled commercial banks in India (Source: SBI Annual Report). Since liberalization of the Indian economy began in the early 1990s, the market for financial products and services has been growing at a considerable pace. Although there are competing financial products, bank deposits remain the principal form of savings for the vast majority of Indians. Nearly 68% of the banks deposits come from its retail customers. The domestic deposits themselves comprise 14% in interest-free current accounts, about 40% in low interest bearing savings accounts and the balance 46% in time deposits. SBI is the first lender of choice for a chunk of the Indian corporate sector both public and private with 80% of top India Inc. having strong relationships with it (Source: internal assessment). It is also the premier lender for the agricultural sector. With the present focus on retail and Small and Medium Enterprise (SME) financing, there is no borrowing need that SBI does not fulfill. The Economic reforms of 1991 The economic reforms starting in 1991 led to many changes in its structure and function. The rate of branch expansion slowed down, despite the opening of a number of foreign branches. Including the latter, the number of branches stood at 9,093 on March 31, 2004. Priority sector lending that constituted 43 per cent of the advances of the State Bank Group in 1989-90 had come down to 38.69 per cent in 2003-04. More ominously, the advances to agriculture had fallen to 12.79 per cent of the net bank credit, far short of the prescribed limit of 18 per cent. Under the reforms, the SBI has been closely linked to foreign exchange and stock markets. The SBI management created a number of new subsidiaries or entered into joint ventures such as SBI Capital Markets, State Bank of India (California), SBI Life Insurance, GE Capital Business Process Management Services. The SBI, in line with the economic liberalization package, has also introduced several product innovations especially in the a rea of personal banking. With the floating of the Indian exchange rate, the SBI has become the single most important player in the foreign exchange market. During 2003-04, for example, it commanded a market share of 35.63 per cent with a forex turnover of Rs.2,655 billion. From the 1980s, an increasing proportion of the SBI shares has been sold to individuals and companies, so that by 2003-04 more than 40 per cent was in private ownership. This change has also impelled the SBI to look for profitability rather than national development as the major criterion for its performance. I would not say that it has come out unscathed in the era of financial liberalization and the associated turbulence. It suffered a big loss in the Harshad Mehta scam, for example. But it has continued to remain profitable and the price of its shares has become a major index of performance of the Indian stock market. But it would be a tragedy if in the name of economic reforms it is handed over to privat e players. The latter will have no concern for anything except their pocket books, and the SBI will be as vulnerable as all other banks in a financial system that has abolished all distinctions between banking and speculation in shares, currencies, and bank credit. The SBI should be allowed to go on being a bank for the big company and the small borrower, the e-savvy customer and the poor man seeking the help of another customer to fill up his bank scroll. At the 200th anniversary, its future should not be handed over to a bunch of greedy foreigners and their Indian collaborators. Achievements Since 1991 In 1994, SBI became the first Public Sector Bank in India to access the domestic capital market. SBIs marketing skills have also been tested overseas. In October 1996, SBI successfully floated Global Depository Receipts, the first by any Indian commercial bank, raising US$ 369 million. The World Equity Journal adjudged it as the Asian Equity Issue of the Year. In August 1998, it launched the Resurgent India Bonds (RIB) scheme to tap the deposit potential of Non Resident Indians/Overseas Corporate Bodies. It mobilized US$ 4.2 billion more than twice the targeted amount of US$ 2 billion. This was an outstanding achievement since it came in the wake of the US sanctions in the backdrop of Indias nuclear test. It followed this with US$ 5.5 billion through the India Millennium Deposit programm launched in October 2000, to raise long-term resources to increase Indias forex reserves and meet the needs of infrastructure projects. Towards the end of 2004, under its Medium Term Note progr am for US$ 1 billion, now raised to US $ 2 billion, to fund the growth of its assets abroad, the bank successfully issued bonds for US$ 400 million which was then the largest by The bond was rated Baa2 by Moodys which then bettered even the sovereign rating (Baa3) afforded by them to India. SBI has the distinction of recording uninterrupted profits since its inception. Then I came across MIRAT[1] which gave me clarity of reasoning as the use of this acronym helped in arranging my thoughts in a pattern. MIRAT, which was first discussed by Wadein his legal problem solving article is an extension of Charles Engels PBL (Problem-Based Learning) process. The purpose of PBL process is not to focus on a problem with a defined solution, but to develop definite skills and attributes which allow access to ways of finding a solution. The acronym 'MIRAT" stand for: M - Material facts - present or absent I - Issues of law and "policy" R - Rules and Resources A - Arguments (or Application) T - Tentative Conclusion In my opinion, IRAC - Issue, Rule, Application, and Conclusion is also a suitable way. Gathering and Identifying the Relevant Facts Material Facts: Analysing the Problem Broadly, a "material" fact is described as that fact which we can use for creating a line of deductive reasoning and becomes vitally important for solving the problem. I presume that material facts can be helpful even in providing advice to our clients in selecting from a range of options in finding a solution to a problem. [2] I can create a useful model for this concept by illustrating three categories of facts: Clear Material Facts, such as John pulled the guns trigger[3]; or net income of the company showed a 40% decline[4]. Clear Immaterial Facts, such as Mary has freckles; or Steven once travelled to Auckland. But if the immaterial facts can become material facts if they are stated as facts, policies or rules for identifying the issues, such as Mary had freckles at the age of 17; or Steven travelled to Auckland in 2007. Know the Adversary In the light of above factors, my advice to the client would be to know your adversary. I would attempt at understanding who they are; what is their lifestyle; and what factors motivate them. In case my clients adversary is a firm, my effort would be to learn about its values or the way in which they do business, and then use these facts to identify the decision-making factors for resolving the dispute[5]. Although information about the adversary obtained from my client is important, I would prefer not to rely solely on it, because my client may have formed a biased opinion of the adversary. Among the many other ways of finding the material facts is the straightforward way of questioning the adversary at their deposition. I also find that interviewing or getting depositions of those involved in the case is a more reliable source of gathering the material facts about an adversary[6]. It is also possible that research about the adversary may produce some useful negative material facts and as a lawyer I could use these for undermining the position of the adversary in the dispute and may help me in putting a resolution which they willingly accept. Strategies for Identifying the Legal Issue Issues of Law: Identifying the Information Identifying the issue, in my opinion, is the first stage of finding the solution to a legal problem. To initiate this process, I need to identify a rule or a group of rules which are the nearest to the material facts of the problem. And then to phrase it as a question. I often hear my teachers saying "It is more important to ask the right questions then to find the right answers" Example Problem When I was studying the case ofBernstein v Skyviews General Ltd[1978] Q.B. 479, I came across the following passage about this case in a textbook, and I quote: InBernstein v Skyviews, the defendant company flew an aircraft over the claimants land and took a picture of his house. He alleged trespass on the basis that he who owns the land owns everything from the depths of the earth to the highest heavens. It was held that this maxim did not apply and that the claimant should only be able to sue for trespass into his airspace to the extent to which it was necessary for the reasonable enjoyment of his land. This was not the case here. In my view, I analysed the situation in the form of this question Mario flew an aeroplane over Janes land in order to take photographs. Hence, once I confirm the legal principles involved in the identified problem, I am in a better position to resolve any misunderstanding my client may have. Make Sure to have the Facts Right My assertion is that like material facts, issues also emerge gradually. Initially, they may arise from first impression, experience or the gut reaction, but will arise from details as the legal research progresses. According to my teacher, as an issue gets identified, it gives rise to the question How did you decide that was an issue? As has been seen in the above case, most of the disputes arise from misunderstanding of the facts by one of the parties[9]. I believe that if the parties can reconcile by understanding the facts, arriving at a resolution becomes easier. But for that, each party to the dispute must confirm own understanding of the facts before addressing the misunderstanding by the adversary. It is common for people to make assumptions about the facts or jump to conclusions, because they or their employees think that they did what was to be done and the fault is of other party. I always insist that every party to the case must invest quality time and effort in understanding the facts. They must go through the documents and review them carefully. Even if this means going to the adversary for additional information and documents[10]. Researching the Most Relevant Law Rules, Research and Resources Sometimes I get too intimidated into using books as I think that is where the solution to the problem lies. But my teacher tells me that they are not the only research resource. My teacher insists on development of interviewing skills and to use them for the right person at the right time[11]. In the class, we are repeatedly asked these questions: "Please tell me, according to the books, what rule applies to this particular issue?" "How did you locate that rule?" "What alternative versions to that rule did you discover?" Two Approaches I have deduced from my classroom debates that there are often two approaches to achieve a resolution by agreement. One by fighting it out in the court with the adversary. Second by approaching the legal dispute as a problem and find the solution. I am of opinion that problems do get solved if people apply their persistence, resources and skills in finding out ways towards a solution. When a legal problem is viewed in this way, one uses the legal procedures and rules as tools and skilfully works through the dispute. I find that the problem-solving approach offers some very potential advantages[12]. In case the parties find a way of working through the legal dispute, it becomes easier to get to the resolution. It not only saves on time, effort but is comparatively inexpensive. It also offers control over the outcome and there is the possibility of an ongoing harmonious relationship between the parties. But the problem lies in the challenge of applying the problem-solving approach to the legal dispute[13]. Disputes arise because of human relationships as these are variable and sometimes volatile. Hence, each dispute has a uniqueness of the facts, the parties, their circumstances and sometimes the lawyers. In my learning experience, I found that the problem-solving approach had potential advantages and the warfare approach had potential drawbacks. In my opinion, a persistent and skilful application of the problem-solving approach can be effective in overcoming several key problems[14]. Applying the Law to the Facts Arguments and Application It has been observed that most law students initially yearn to have the certainty of a clear answer. In achieving this, they often leap quickly from the facts or issues or rules to a definitive conclusion. It is required that they be taken a few steps back and asked to develop an argument involving both the parties to the issue. They must develop a counter-punch for every punch delivered; develop a counter-move for every move[15]. This writer's experience is that most often, the creative arguments and counter-arguments developed by the students is based on their own experiences or perceptions of the policy about which they are arguing. Applying the Law: Although not much information is available in the Jane v Mario problem discussed above, but we can carry forward our argument based on the overall structure of the judges argument, which I reproduce below In the problem we have been given there is insufficient information to be able to form a definite conclusion as to whether a court would hold Mario liable in trespass to land followingBernstein. However, if Mario had been taking lots of photographs and being doing so persistently, it might be that he could be held as interfering with Janes reasonable use of her land. Also, if Jane was running a park which involved putting things in the air, or which needed extra quiet, such as a nature reserve, and Mario were flying his aircraft at a low height, then Jane will be able to argue convincingly that she needs to exclude people from that airspace for the reasonable enjoyment of her land. Unquote. My statement in this matter is that every convincing argument can be met with a proposition, such as - "well, how would you respond to your own argument?" I still believe in the dictum that educationally there can never be such thing as a wrong or foolish argument. In every lawyer's career, maybe at a later stage, there may come some culturally inappropriate arguments which occur because of public ridicule or gossip or loss of clients but these should not lead to a social excommunication[16]. Problem-based Learning (PBL) Thus I come back, again, to the Problem-based learning (PBL) process, which, with its emphasis on active learning, still appears to be the best way to encourage students, especially those in their early years of learning, to develop the required skills which they would need when dealing with the frequently confronted complexities. My teacher believes that this is an approach which can be effective in teaching the skills of legal problem solving[17]. We are often confronted with Professor Charles Engel explanation of this PBL process of PBL as follows: analysis of the problems presented; identification of information required; specification of the required information; study in order formulate answers; and application of newly acquired knowledge. Communicating Your Advice Conclusion When educational goals, such as thinking like a lawyer are used, they become the cause of a sloppy course preparation, not to mention the students frustration. In my opinion, the MIRAT framework of analysis ably provides a simple and structured goal. Although MIRAT may not help all types of students, it is effective as it has been tested by the experts for number of years with enthusiastic response. As a novice practitioner of this art, I prefer not to use the adjective tentative with conclusion. No doubt, a confident and unqualified conclusion is justified when the weight of the arguments is towards such conclusions. In my view, the acronym MIRAC seems more appropriate than MIRAT, when it comes to describing the reasoning process. As law students, we need to practise various style of expressions so as to avoid being misguided with an over-confident or an underconfident or a premature conclusion. How many permutations are required to be pursued so that we can analyse a problem properly? This is one aspect which often daunts the law students. There are often multiple ways of endeavour which naturally come into existence once the student acknowledges that the issue can have more than one possible conclusion. Some teacher give a relief through repetitive models to suggest the correct route of the probable conclusions. We have been taught that at the law school, development of reasoning and process skills is more important than discovering what is probably the right answer[18]. Regularly Reconsider Clients Position On basis of the above discussion, it can be safely vouched that a lawyers initial analysis of the clients perspective in a dispute may change as the case progresses. The lawyer may learn facts which change the perspective substantially or he may attain an improvised understanding about some stated facts. Sometimes, the lawyer may discover a legal principle or statute or a term in the contract which was not known initially or was overlooked or wasnt realized to be applicable to the dispute. Hence, in view of this author, a regular reconsideration and analysis of the clients position during the progress of the dispute is essential. Make Litigation Tactics Consistent with Resolution Tactics As a lawyer, I am constantly facing the challenge of trying either to achieve the agreed resolution to the dispute and at the same time litigating and preparing the case for trial. In case my problem-solving tactics not in tune with my litigation tactics, there is strong possibility that it may undermine my ability of achieving the agreed resolution. Hence, I need to tread carefully every step which I take in the lawsuit. Do my claims asserted have a solid basis in fact and law? Is there a sound argument for the damages sought? Do my answers admit those allegations about which there is no dispute? Am I focused on the facts which need to be developed for understanding the case? It is not advisable for early stage lawyers to submit to a scorched-earth approach when finalising their theories for discovery or extreme positions in their claims or defences. An excessive position may poison the cordial atmosphere for reaching an agreed resolution and is hence usually considered unnecessary for making the trial preparations effective. As discussed in this paper, use of available legal procedures and tools should be made in the lawsuit to work through the issues which are hindering the process of the agreed resolution. It is for the lawyer to take a stand on behalf of the client. If the client views the facts differently, it is for the lawyer to see that the right perspective is used to develop the facts. The word â€Å"chrysalid† is related to the word â€Å"chrysalis†, which means â€Å"the form which butterflies, moths, and most other insects assume when they change from the state of larva or caterpillar and before they arrive at their winged or perfect state†. Or in simpler terms, it is the state where the caterpillar does most, if not all, of its change into a butterfly. Change can happen anywhere, whether it be in a physical form, such as the caterpillar turning into a butterfly, or evolution of entire species; a mental state, for instance a deeper comprehension of an emotion, or an education towards acceptance and understanding; or in a social environment, for example the abolishment of slavery and the non-discriminatory laws. Change is almost inevitable, fore it is the driving force of life. With out change life could not adapt to its surroundings and survive. If change were to stop, then life would become meaningless. The Earth would be the same if there was life with no change, than if there was no life at all. Generally when people ponder about the notion change, they think about a process where a thing transforms into a better version of itself. While change is usually associated with evolution, it can sometimes be the complete opposite. Change can happen for the worse, though it is seldom seen. With life comes change, and though in The Chrysalids some change is not for the better, character, environment and the community all slowly develop into something else. David changes a lot throughout the novel The Chrysalids. Many things in his life have shaped him, but the most significant is Sophie and the many promises he made as a young boy. The caterpillar stage for David is when he was a young boy. He goes into his chrysalis when he meets Sophie since that is the day his mind begins to change. Sophie was David’s best friend, and he soon found out that she was in fact a mutant because of her miniscule sixth toe. David, being a young boy, did not think much of the mutation. Although David was raised to believe that mutants were a frightful thing, he thought that â€Å"there was nothing frightful about Sophie† (pg. 14) because he got to know Sophie before he knew about the mutation. He thought that if Sophie, â€Å"an ordinary girl† (pg. 14), were to be â€Å"hateful in the sight of God† (pg. 13) than â€Å"there must be a mistake somewhere† (pg. 14) in his religion. Sophie’s mother made David pr omise not to tell anyone about Sophie’s sixth toe. Sophie’s mother said that if anybody were to find out about Sophie â€Å"they’d be terribly unkind to her† (pg. 12). David knew that they would be unkind to her because of her sixth toe, but he did not comprehend why so many people would hate such a little toe, and how such a little toe can cause so much anxiety. When he was a little older he found out that he was also â€Å"abnormal† because of his telepathic powers. Once while sending thought shapes he was caught by his uncle, Axel, and was asked what he was doing. David briefly explained what he was doing and the whole concept of thought shapes. Luckily, Uncle Axel was David’s friend and was unsure of the image of man. Uncle Axel, knowing the kind of society he and David live in, makes David promise not to tell anyone else about his gift. Uncle Axel says to David: Just after that promise, uncle Axel makes David promise that he will â€Å"never do it out loud anymore†(pg. 31) so that the risk of being caught is reduced. Through these promises to Sophie’s mother and Uncle Axel, David becomes aware that he is different and as he grows from a boy into a man, he realizes that he must hide his thought shapes from society so that he can survive. He knows that not all deviations are harmful, like his society would want him to believe. His thoughts about his society have never been the same after the promises. In his chrysalis, David spoke with his uncle Axel about the places beyond his town. Uncle Axel was a sailor, so he tells David of all the strange stories he heard from other sailors. Strange stories of lands where women do all the work and eat the men when they are 24 years old, places where heads of corn grow taller than small trees, where very strange plants grow that could not be classified as anything normal. David learns about people on other lands who think they are the true image of man and persecute and kill anyone who is different. These stories about the people in far off lands from Uncle Axel show David that everyone has their own image, and no one knows for sure if their definition is correct. It teaches David to question things that people tell him, rather than just accept them. It also teaches David that even though a group of people want you to believe something, like the true image of man, it does not make it true. This shows David that he could actually be the true image. Near the end of the novel, David is ready to emerge from his chrysalis as a man whose hardships has changed him into an entirely new person. While change is happening in David’s life, Waknuk, the main town in the book, is changing environmentally. Waknuk is town that is run by its religion. It wants to â€Å"keep pure the stock of the Lord† (pg. 18), so they actively root out differences in plants and animals, which are called deviations, and destroy them. Abnormalities in humans are labelled abominations and are also punished by sterilization and banishment. Many of the residents of Labrador believe that God sent Tribulation to kill the Old People because the Old People thought that they were superior to Him. Through hints in the book one can conclude that Labrador is actually the province of Labrador in Canada, the Old People they are referring to are us and tribulation was a nuclear holocaust that killed almost everything on the earth, the â€Å"tribulation† that was nearest to them was probably a nuclear bomb dropped somewhere in the centrals of this can be seen after the Hiroshima bomb. In Hiroshima, after the Atomic Bomb was dropped, babies around the area were being born with no hair or no finger nails. A nuclear bomb that is many times larger than the atomic bomb would give of many times more radiation and cause more severe mutation. A nuclear blast would turn land black because of the mass explosion. The places that glow at night are caused by the nuclear radiation given off by the explosion and the plutonium used in nuclear bombs. Nothing would grow because the radiation would either kill everything or make plants and animals sterile so they cannot reproduce. The fish in the sea would die because of radiation and water contamination. Another example of how the environment is changing is that David commented on how people think that Labrador used to be a cold place in the time of the Old People. David also said that â€Å"there are only two cold months in the year now† (pg. 39). Immense heat from nuclear blast would warm the environment. Climate change would probably follow because a giant nuclear blast would send smoke and gas into the atmosphere and the gases would act like a greenhouse and warm the earth. When David was talking with uncle Axel he said that: A nuclear bomb dropped somewhere in the central-eastern US would send radiation into the air, so a south-west wind would bring up the radiation and cause deviations. For the environment, the caterpillar stage was the time of the Old People. The chrysalis form was during the nuclear holocaust when the environment was rapidly changing. The environment finally emerged into a place that caused genetic mutations and was really unhealthy and unsafe to any life form, which is the complete opposite from when it began. One can say that the environment has fully emerged from its chrysalis, however, over time the environment will slowly return back to normal. So once the environment has emerged from its first chrysalis, it will spend some time as its current form then it will go into a second chrysalis. Inside the second chrysalis the environment will go through several changes that will reverse all the harm done to it. It will finally emerge out of the second chrysalis as a healthy envi ronment, the contrary of what it was like before the second chrysalis, but the same from before the first chrysalis. The environment has not changed for the better during its transformation, although it will undergo another alteration and change back into what it was before. The community of Labrador is also changing, but not in a physical sense. The views of the community are changing. The views that used to be a conservative, very religious and one-sided, the side of the church, type of thinking changed into republican, fore-profit, and half opened minded type of thinking. The great horses are a perfect example of this change. David’s father, Joseph Strorm, was appalled about the horses his neighbour had imported from the main city, Rigo. Joseph argued that while the horses can be used to bring in a higher profit by doing twice or thrice the work than regular horses and consume less feed than two regular horses, they should be killed because â€Å"a horse that size is not right† (pg. 37) and that â€Å"God never made horses the size of these† (pg. 36). He argues with the inspector, but says he cannot do anything because they are â€Å"government-approved† (pg. 36). During Joseph’s argument with the inspector, h e says: Another great example of the how the views of generations differ is that the government chooses to sterilize and banish abominations instead of killing them. While David was talking with Jacob, an elder around Waknuk, he found Jacob was raging about how the government is becoming less and less religious and more like trying to please everyone. Jacob was saying that a generation ago mutants were killed like other deviations. Not just killed, but burnt. David was shocked. David’s generation was brought up thinking that only â€Å"crops and stock† (pg. 88) were burnt, and mutants were sterilized and banished to the Fringes. Jacob saw nothing wrong with burning mutants because they were â€Å"not† human, they were deviants – and fire is the only way to â€Å"cleanse deviations† (pg. 88). While Jacob was raging he stated: David asked his uncle Axel about the sterilization and he responds: Jacob knows that the generation’s morals are changing. He referred to Ted Norbet, a person in Waknuk, and his crime of hiding ten animals that are deviations (the novel does not say which kind of animal) and â€Å"eating all but two before he was found out† (pg. 87). Jacob said that in his day, if anyone had done a thing like that, they would receive â€Å"a public shaming on a Sunday, a week worth of penances, and a tenth of all he had†¦ so you’d not find people doing that kind of thing†¦Ã¢â‚¬  (pg. 87). Jacob is outraged that the community is changing and soon brings up another valid point about the child bearing laws. Jacob said to David that in Jacob’s father’s generation â€Å"a woman who bore a child that wasn’t in the image was whipped for it. If she bore three out of the image she was uncertified, outlawed, and sold.† (pg. 88). Jacob said that his father â€Å"reckoned there was a lot less trouble with mutant s†¦Ã¢â‚¬  (pg. 88). Now the punishment for a woman who bears three deviational children is that her husband has a choice whether or not he will legally leave her. The generation’s views are changing mostly because the government wants to be re-elected. Satisfying as many people as possible is important when one is in politics. The government sterilizes and banishes mutants instead of killing them because killing a thing that looks nearly human looks like murder, and murder does not sit well with most people – so the government finds a compromise. Instead of killing the deviations, the government sterilizes them and banishes them to the Fringes, so the affect is the same: the mutants will not be able to reproduce and there will be no mutants within the Labradorean society. This compromise allows the government to receive votes from everyone. The same thing goes with the child bearing laws. The compromise for the women who bear three children is that they are not punished as harshly as before. This is so because the men who really love their wives will vote for the political party whose agenda is to reduce the punishment. Th e compromise lets the government allow a man the choice to legally leave his wife if three children are mutants, but also does not harm the wife; therefore the government receives votes from both sides. Most of the changes to the generation’s views are made by the government. The government’s caterpillar form was a very strict and religious one. While in its chrysalis it made these new laws that compromise certain points of view. Now, it emerges from its chrysalis as a transformed government. One that has new laws that do not punish as harshly and whose views are willing to allow things into society if they prove to be useful. The government has changed and developed into a government with altered values and views. Character, environment and community all slowly developed into something different in The Chrysalids. The Chrysalids has demonstrated that change is inevitable, and only through change can something survive. Every bit of change is necessary; fore if David did not change his thoughts towards his society, than he might have given his secret about his thought-shapes away and he could have been captured and killed. If the environment did not change than â€Å"tribulation†, the nuclear holocaust would have lasted forever. If the Labradorean government never changed its policies towards useful deviations, than it would not be able to survive because it would be re-elected. Change and transformation is the only for a thing to become a better version of itself. Change is what makes life worth living. If change were to stop, then life would become meaningless.
